Elmwood Residential Home Limited

Date of assessment 26 June 2024 to 11 July 2024. Elmwood Residential Home is in the town of Colyton in Devon, located 3 miles from Seaton and 6 miles from Axminster. They are registered to provide accommodation with personal care for up to 38 people with physical disabilities, long-term medical conditions or memory loss. At the time of this assessment, there were 34 people living at the service. At our last inspection, we found breaches of the regulations in relation to Need for Consent, Safe care and treatment, Good Governance and Staffing. At this assessment, we found continued breaches of the Consent, Safe Care and Treatment and Good Governance regulations. We also identified a new breach in relation to Person Centred Care. People were not always protected from known risks as records were not always maintained as expected and governance systems were not effective in identifying or addressing areas for improvement. Safe medicine practices were not consistently promoted. Mental Capacity Act 2005 legislation was not followed end of life care had not been planned appropriately and risked inappropriate care and treatment being provided. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.

Whilst the people and relatives we spoke with expressed they were happy with the care provided, our assessment found elements of care did not meet the expected standards. People and their relatives were complimentary of the care home, staff and management. People told us staff treated them with kindness and compassion and felt they had good relationships with staff. Comments we received included, “They treat me with the type of respect I expect” and when asked about the service management, one person told us, “I can’t fault it, it’s extremely good, they will listen if there is anything and try and sort it out.” A relative was asked if they felt people were safe and told us, “Very safe, basically her condition has deteriorated over time, they keep in touch with me and adapt her care accordingly.”
