Accommodation for persons who require nursing or personal care

Condition of this registration relating to carrying out this regulated activity
1. The Registered Provider must ensure windows above ground level are compliant with Health & Safety Executive (HSE) requirements by 17:00 hrs on 20 March 2023. Window restrictors will be installed to:
a) restrict the window opening to 100 mm or less;
b) be suitably robust to withstand foreseeable force applied by an individual determined to open the window further. Where the casement might distort, restrictors should be fitted at both sides of the window;
c) be sufficiently robust to withstand damage (either deliberate or from general wear);
d) be robustly secured using tamper-proof fittings so they cannot be removed or disengaged using readily accessible implements (such as cutlery). They should require a special tool or key for removal.
2. The Registered Provider must provide evidence to CQC that HSE compliant window restrictors have been installed in all windows above ground level by 17:00 hrs on 20 March 2023. Evidence should include, but is not limited to, an invoice for the devices and photographic evidence of the restrictors installed in all windows above ground level.
Within 28 days of this condition taking effect, the Registered Provider must implement an effective system to assess, monitor and improve the quality and safety of the service provided, to include monthly audits in relation to (but not limited to) the following areas:
a) Safety and suitability of the premises to:
i. Identify and mitigate the risk posed by environmental hazards
ii. Identify worn or damaged areas of the environment and develop an improvement action plan to rectify these identified areas within a timely manner
iii. Maintain effective infection control with cleaning schedules recording when tasks are completed, who is responsible for completing them and the minimum frequency required
b) Medicine storage and disposal to:
i. Monitor the daily ambient temperature where temperature-sensitive medicines are stored
ii. Ensure medicines are disposed of safely and in a timely way
c) Assessment, monitoring and mitigation of risks associated with service users' care to ensure:
i. Written protocols for all 'as and when' (PRN) medicines are available, accurate and up to date
ii. Written falls risk assessments for service users assessed as at a known risk are in place, accurate and up to date
iii. Changes in service users' weight are identified and monitored
iv. Fire risk from flammable medicines is identified and mitigated
Within 28 days of this condition taking effect, the Registered Provider must implement an effective system to ensure CQC is informed of notifiable events, including changes to the legal entity registered with the Commission.
3. On the first Monday of every month, the Registered Provider must send to the Care Quality Commission a report outlining the outcomes of their monthly audits completed in line with Condition One. This report must summarise audit findings, the improvement actions to be taken, who is responsible for these and timescales for completion.
Terms of this registration relating to carrying out this regulated activity
The Registered Provider must only accommodate a maximum of 10 service users at Stanford House.
The Registered Provider must not provide nursing care under accommodation for persons who require nursing or personal care at Stanford House.
