Our view of the service

Sevacare Hall Green is a domiciliary care service providing personal care to people living in their homes. Not everyone who used the service received personal care. CQC only inspects where people receive a regulated activity of personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. During this assessment 211 people were receiving support with personal care. The service supports people with a variety of care needs including those living with dementia, people with physical disabilities, people being discharged from hospital and people with learning disabilities and autistic people. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. The assessment was prompted by a review of information we held about the service. We found missed opportunities to learn from when things had gone wrong and a failure to ensure staff had sufficient guidance and knowledge to support some people safely. This was a breach of regulation 12 (Safe Care and Treatment) of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. We found systems in place to monitor the quality of the care provided had failed to identify many of the issues highlighted during the inspection. Systems to ensure care was provided safely and appropriately were not always robust. This was a breach of regulation 17 (Good governance) of the Health and Social Care Act (Regulated Activities) Regulations 2014.

People's experience of this service

Most people receiving support from the service and most of their relatives told us they felt safe in the care of the staff team. These people spoke positively about the staff who supported them. Most people and their relatives told us staff attended on time. People and their relatives knew how to make complaints about the service. People who raised concerns said they had been responded to quickly by the provider. People said they had their care reviewed regularly and were involved in the reviews. They told us they were generally happy with the standard of care they were receiving from the service.
