During an inspection looking at part of the service

At our last inspection on 15 November 2013 we had minor concerns about the systems to maintain the cleanliness and infection control in the home. We found people were not being protected by the systems in place to 'assess the risk of and to prevent, detect and control the spread of a health care associated infection'. The provider wrote to us and told us the action they would take by 11 December 2013.

At this inspection we spoke with one person who said their home was kept clean. Another person showed us around shared areas. We found daily cleaning schedules were being used to evidence the tasks completed each day. Systems were in place for the deep cleaning of areas around the home.

Staff were monitoring and recording checks in the kitchen required by the food standards agency. When preparing food they used gloves and aprons. Liquid soap and paper towels were also provided for hand washing.

We found effective systems were in place to prevent, detect and control the spread of infection. Appropriate standards of cleanliness and hygiene were being maintained which reduced the risks of infection to people living in the home.

During a routine inspection

There were seven people living at the home at the time of the inspection. Some people were not able to verbally communicate their views so we also observed the care being provided. We spoke to five people to gain their views.

We were informed during the inspection that the home was due to close in 2015. People living there had been informed, were aware of the plans and told us in detail about how they felt about moving home.

Everyone we asked told us that they liked living at the home. One person told us 'It's like a hotel, I have breakfast in bed'.

One person confirmed that staff asked their permission before providing support. We observed staff seeking people's consent whilst providing care in most, but not all, interactions with people.

We observed care being delivered in line with people's individual care plans. One person told us about their 'plan for life' saying 'That's my book, staff go through it with me'.

We observed staff administering medicines in a competent manner. One person told us 'Staff bring it (medicine) to me, I have the water and tablets separate'.

We found the home to be generally clean and tidy but there were not sufficient systems in place to reduce the risk of infection.

There were enough staff on duty to meet people's needs. One person told us 'I'm happy with the staff working here'.

There was a complaints system in place and one person told us 'If I'm not happy I speak to (staff member) - if I've got any problems'.

During a routine inspection

We spoke to everyone in the home and one person was able to tell us a quite a lot about the service. The person told us, "I like computers at the college", "I have been shopping to buy new clothes for my holiday" and "we can choose what we eat here". Another person agreed that they had chosen what they ate for each meal.

People told us they liked living in the home and that the staff were kind to them.

One person told us " I like this place I am happy, staff are kind to me they look after me".
