Our view of the service
Spectrum Community Health CIC (Spectrum) provide primary and clinical substance misuse healthcare services at HMP Humber. Following our last joint inspection with HM Inspectorate of Prisons (HMIP) in December 2023, we found that the quality of healthcare provided by Spectrum at this location required improvement. We issued a Requirement Notice in relation to Regulation 12, Safe Care and Treatment and Regulation 17, Good Governance, of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. The purpose of this focused inspection was to determine if the healthcare services provided were meeting the legal requirements of the Requirement Notice that we issued in April 2024. At this inspection we found the required improvements had been made in relation to Regulation 17, Good Governance. However, the provider was in breach of Regulation 12, Safe Care and Treatment. Managers analysed data sufficiently to identify and understand patient safety concerns, gaps in service provision and opportunities for service development. This meant managers had better oversight of risk, quality and performance of the service. Risks relating to infection prevention and control had reduced. However, concerns remained in relation to the management of long-term conditions, patient falls and processes relating to the management of medicines.
