Our view of the service

Date of assessment 13 March to 16 April 2024. Caring Connections - Warrington is a domiciliary care company providing personal care to people in their own homes. At the time of the assessment, 86 people were being supported. Not everyone who used the service received a regulatory activity. The CQC only inspects the service being received by people provided with ‘personal care’, help with tasks related to personal hygiene and eating. Where they do, we also take into account any wider social care provided. This was an announced, responsive assessment, prompted by emerging risk. During the assessment, we assessed 12 quality statements and identified three breaches of regulation including person centred care, safe care and treatment and good governance. We have not previously rated this service. This assessment did not cover all parts of our Single Assessment Framework, therefore we have only updated scores and ratings for those areas which we have assessed. We will carry out future assessments to cover other parts of the Framework and will update our website with our findings. The service was not always safe. People told us they felt safe, but people did not always receive their medicines. Staff were not always recruited safely and safeguarding referrals were not always recorded. People's needs were not always assessed and reviewed when things had changed. People spoke positively of the staff approach, however others raised concerns in this area. People did not always have input into their care plans and person centred care was not always recorded or delivered. Governance was not effective and had not identified the issues we found during this assessment. The provider was working to rectify this. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.

People's experience of this service

People gave us mixed feedback on the service they received. Some people received safe support with their medicines, but others told us they did not always receive their medicines as prescribed. People told us they felt there were not always enough staff, and the staff approach to care was not always person centred. At times, people were not involved in the care planning process, and told us staff were not always aware of their immediate needs. Some people spoke positively of the staff who supported them, however some felt they were not supported to maintain their independence. People told us they felt safe at the service, but at times they were not always supported in a compassionate and dignified way.
