Date of assessment 8 May to 10 May 2024 HF Trust - Orchard View is a residential care home providing accommodation for persons who require personal care and have a diagnosis of a learning disability and/or autism. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements. This assessment was carried out as improvements had been identified at the last assessment in February 2024. We made the decision to assess further quality statements at this assessment. We looked at 5 quality statements which included learning culture; safe systems, pathways and transitions; safe and effective staffing; safe environments and infection prevention and control, We will assess the other quality statements in future assessments. Managers understood local processes and procedures for ensuring continuity of care as people moved between services. Records of people’s referrals and healthcare appointments were well organised. Rotas demonstrated staffing levels were maintained to ensure people received their allocated support hours and there were staff with the necessary skills to support people safely and meet their individual needs. Processes were in place to ensure regular checks on the safety of equipment and the environment. The provider had processes to learn from accidents and incidents to ensure people’s experiences were improved. Learning was shared with staff at staffing meetings, individual supervision and through a communication book and emails.
