Charlesworth 247 Limited is a home care service providing personal care to people within their own homes. Charlesworth 247 Limited was last rated good (published 6 December 2017). The report was published following CQC’s old inspection approach using key lines of enquiry (KLOEs), prompts and ratings characteristics. This assessment has been completed following the Care Quality Commission (CQC) new approach to assessment; Single Assessment Framework (SAF). We carried out our on-site assessment on 20 February 2024. This was an announced assessment, which means the provider was told that an assessment was going to be starting beforehand. The provider was given 48 hours’ notice. This was because it is a small service and we needed to be sure that the provider or registered manager would be in the office to support the inspection. Prior to the onsite assessment we spoke with 2 people and 13 relatives and asked them for their views on the quality of the care provided. During this assessment we looked at 7 quality statements; Safeguarding, Involving people to manage risks, Safe and effective staffing, Independence, choice, and control, Equity in experiences and outcomes, Capable, compassionate, and inclusive leaders, and Governance, management, and sustainability. We assessed some but not all quality statements at this visit which means we use the ratings from the previous inspection to rate the key questions of safe, caring, responsive and well-led. We have not assessed any quality statements under effective so the rating judgement for this has not changed since our last inspection.

People's experience of the service

People and relatives said they or their family members received safe care and support from staff. They told us they knew how to report any concerns about their or others’ safety. People were supported by enough trained and competent staff, and we were told staff arrived on time and people received the care they needed. People and relatives said they felt involved with decisions about the care provided. People and relatives praised the staff and their kind and caring approach. They welcomed the way staff supported and encouraged independence and many told us about the positive impact staff had had on their or relatives’ lives. This included having support with attending health appointments. This helped people to maintain and in many cases improve their health. People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice. People and relatives told us they knew how to raise their concerns and were confident the registered manager would respond to address any issues they raised.
