During an inspection looking at part of the service

We carried out this announced focussed inspection on 20 August 2021 under section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We planned the inspection to check whether the registered provider was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations. The inspection was led by a Care Quality Commission, (CQC), inspector who was supported by a specialist dental adviser.

To get to the heart of patients’ experiences of care and treatment, we asked the following three questions:

• Is it safe?

• Is it effective?

• Is it well-led?

These questions form the framework for the areas we look at during the inspection.

Our findings were:

We found this practice was providing safe care in accordance with the relevant regulations.

We found this practice was providing effective care in accordance with the relevant regulations.

Are services well-led?

We found this practice was providing well-led care in accordance with the relevant regulations.

Background

Kirkburton Dental Care Is on the outskirts of Huddersfield and provides NHS and private dental care and treatment for adults and children.

Disabled access is not available at the practice as all treatment rooms require patients to be able to manage some steps. Alternative practices in the area can provide accessible services. Car parking spaces are available on the street outside the practice and local transport links are nearby.

The dental team includes three dentists, one dental hygiene therapist, two practice managers and five dental nurse/receptionists and one receptionist. The practice has three treatment rooms.

The practice is owned by a company and as a condition of registration must have a person registered with the CQC as the registered manager. Registered managers have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated regulations about how the practice is run. The registered manager at Kirkburton Dental Care is the owner.

During the inspection we spoke with one dentist, two dental nurses and the practice manager. We looked at practice policies and procedures and other records about how the service is managed.

The practice is open:

Monday and Tuesday 9am until 6pm

Wednesday to Friday 8am until 5pm

Our key findings were:

  • The practice appeared to be visibly clean and well-maintained.
  • The provider had infection control procedures which reflected published guidance.
  • The provider had implemented standard operating procedures in line with national guidance on COVID-19.
  • Staff knew how to deal with emergencies. Appropriate medicines and life-saving equipment were available.
  • The provider had systems to help them manage risk to patients and staff.
  • The provider had safeguarding processes and staff knew their responsibilities for safeguarding vulnerable adults and children.
  • The provider had staff recruitment procedures which reflected current legislation.
  • The clinical staff provided patients’ care and treatment in line with current guidelines.
  • Staff provided preventive care and supported patients to ensure better oral health.
  • The provider had effective leadership and a culture of continuous improvement.
  • Staff felt involved and supported and worked as a team.
  • The provider had information governance arrangements.

During a routine inspection

During our visit, we spoke with the registered manager, the practice manager, the principal dentist, a dental nurse and two patients who used the service. Both of the patients we spoke with both told us they had been attending the practice for several years. One person told us, 'The staff are all very pleasant; they explain everything.' The other person told us they could usually get an appointment easily, unless it was with the hygienist. Both patients told us they had never needed to complain.

All areas of the practice looked clean and well-maintained. This was confirmed by the two patients we spoke with. One of them said 'It's all very clean and tidy.'

In the dental records examined we saw dentists always discussed treatment options and any associated costs with patients. Patients told us any treatment, along with risks, benefits and options, were always explained fully by the dentists. We saw evidence of consent before receiving any treatment.

Staff we spoke with told us they were confident the service provided was good. They said they received training appropriate to their role and felt well-supported by their managers. Comments from the staff included:

'It's a great team.'

'We try hard to deliver good standards.'

'We have lots of nice patients and you get to know them well.'
