Willow Brook is a care home for up to 5 people with a learning disability. At the time of our assessment 2 people used the service. We carried out our on-site assessment on 09,11,13 and 16 July 2024. We assessed 34 quality statements. During our assessment, we identified 3 continued breaches of the legal regulations in relation to safe care and treatment, consent and good governance. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance Care Quality Commission (CQC) follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. The provider did not always meet the requirements of this guidance as they were not able to evidence the correct legal process had been followed where restrictions had been placed on people’s liberty. There was a lack of clear understanding and knowledge in the application of the Mental Capacity Act 2005 to ensure people’s human rights were fully supported and upheld where restrictions had been imposed on them. People’s food were still not always managed safely and infection control needed improvement. The provider’s governance systems and processes were still not always effective in identifying some of the shortfalls we found during this assessment. However, we did find improvements in relation to fire safety, the environment and incidents were notified as required. People’s risk management plans had improved but some care records still required improvement. This service has been in Special Measures since 21 February 2024. The provider demonstrated improvements had been made. The service is no longer rated as inadequate overall or in any of the key questions. The service is no longer in Special Measures.
