We assessed a total of 2 quality statements from this key question. We have combined the scores for these areas with scores based on the rating from the last inspection, which was good. Our rating for this key question remains good. We found leaders had the skills and abilities to run the service. They understood and managed the priorities and issues the service faced. They were visible and approachable in the service for patients and staff. They supported staff to develop their skills. Leaders operated effective governance processes throughout the service. Staff at all levels were clear about their roles and accountabilities and had regular opportunities to meet, discuss and learn from the performance of the service. Leaders and teams used systems to manage performance effectively. They identified and escalated relevant risks and issues and identified actions to reduce their impact. They had plans to cope with unexpected events.

Capable, compassionate and inclusive leaders

Staff confirmed there had been leadership changes in the past year. These leaders showed, through their actions, they had the experience, capacity, capability and integrity to ensure the hospital could deliver safe and effective care with risks being well managed. Staff told us the senior management team and the consultants were supportive and approachable, and they felt listened to. This was reflected in the staff survey (2023) which had a significant increase in staff feeling that their line manager supported them and encouraged their development. Leaders worked together to ensure culture and working practices at the hospital were conducive to providing good quality care.

The hospital used Spire Healthcare role profiles and leadership competencies to define the leadership requirements. Annual staff performance and development reviews identified areas where staff were performing well or where there were gaps in performance. Leadership and management training were used to give staff the skills and knowledge for their role if required. Spire Healthcare had a suite of tools to help with succession planning. The hospital used these to identify critical business and senior management team roles and used targeted development to support staff to reach their potential and become future leaders.

Governance, management and sustainability

Staff understood that clinical governance was the framework through which the hospital used to improve the quality of their services and quality of care. They explained how Spire Healthcare Ltd had updated and standardised their governance processes across the company in January 2024. Governance processes operated the same across all Spire Healthcare Ltd hospitals. They said this had given accountability and a more structured, comprehensive system. Staff explained how patient safety concerns and risk were reviewed by the appropriate committee to ensure open and transparency and improved quality of care to patients. They explained how audits were used to maintain performance and data quality and ultimately improve services for patients.

The hospital had clear and effective governance systems, policies and audit schedule. The framework and supporting policies provided the structure for managing and reporting on a range of auditable metrics, which were used to manage and deliver good quality, sustainable care, treatment and support. There were clear and effective processes for identifying, recording, managing and mitigating risks. The service had clear service performance measures, which were reported and monitored by the hospital . There were effective arrangements to ensure data and statutory notifications were submitted to external bodies as required, such as the Care Quality Commission.
