Following this the provider wrote to us telling us what action they would take to become compliant. For this follow up inspection the provider forwarded the evidence we requested to us. This showed that new arrangements had been put into place to address the above shortfall.

The medicines policy has been revised and a new controlled medicines policy is in place. These make it clear what the staffs' role and involvement is when service users are prescribed controlled medicines. Also received was evidence showing us that new arrangements were in place for the recording of refused medicines. This included guidance for staff on the new arrangements for the disposal of these medicines.

The above action taken by the provider will ensure staff have clear guidance about the administration of certain medicines and better account for medicines that the service user may refuse.

Spot checks regularly completed by the agency reviewed staff timeliness and presentation whilst ensuring their conduct respected people's choice, dignity and confidentiality.

People who used the service were provided with a mission statement which outlined how the agency would "provide care for people in their own home" and how to "provide support to enable people to carry out normal activities." Each person had access to their individual folder which incorporated a statement of purpose and a complaints policy and form.

The agency had recruitment procedures in place which ensured that people employed had the necessary qualifications, skills and experience to support people who used the service. Staff told us that they were supported by the manager and were able to raise any queries or concerns with them.

We found that people who used the service were protected against the risks associated with the administration of medicines.

We looked at the quality of the service and noted that this was not conducted systematically with the last survey being completed in 2011. People who used the service were involved in the reviews and assessments of the service provided.
