Freedom to speak up
The manager told us that information on freedom to speak up was available in the office and on line for staff to access. Staff told us they knew where to find the information if they wanted to speak up. Most staff said they were confident to speak out if needed. Some staff told us they felt confident to raise concerns now with the temporary manager but did not feel confident with the previous manager. One staff member told us “Sometimes concerns can be brushed off.” The manager told us that historically culture and staff morale had been poor. In order to address this, they had focused on cultural and morale boosting in team meetings. All staff were issued with a copy of the positive culture pledge, this was an agreement made by the team to commit to a positive culture. The manager also gave cards to staff noting positive achievements. However all staff we spoke with indicated that morale and culture still required improvements, staff said “it’s clicky”, “staff go into groups” and “meetings have not resolved the issues.”
The provider had policies to support staff to speak up this included a freedom to speak up policy and a nominated staff member as Speak up Champion

Governance, management and sustainability
The manager told us that there were systems, such as supervision trackers, to ensure staff received support. However, records demonstrated staff had not received regular supervision in line with the provider’s policy. The manager completed regular observations within the service. The provider arranged regular meetings for all managers where information was shared. Quality assurance reviews were completed by the providers quality team and their findings shared with the manager.
The provider had systems to complete quality assurance reviews. This included audits, tracking records and improvement plans. There was a clear organisational structure. The provider had a continuity plan which included what should happen in response to extreme weather conditions. Staff were provided with staff handbooks which gave guidance on a range of policies and procedures.
