During an inspection looking at part of the service

We undertook a follow up desk-based review of Denmark Hill Dental Surgery on 1 September 2022. This was carried out to review in detail the actions taken by the registered provider to improve the quality of care and to confirm that the practice was now meeting legal requirements.

The review was led by a CQC inspector who had remote access to a specialist dental adviser.

We undertook a focused follow-up inspection of Denmark Hill Dental Surgery on 3 May 2022 under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We found the registered provider was not providing well led care and was in breach of regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. When one or more of the five questions are not met, we require the service to make improvements and send us an action plan. We then inspect again after a reasonable interval, focusing on the areas where improvement was required.

We found this practice was providing well-led care in accordance with the relevant regulations.

The provider had made improvements in relation to the regulatory breach we found at our inspection of 3 May 2022.

Background

Denmark Hill Dental Surgery is in Camberwell in the London Borough of Southwark and provides NHS and private dental care and treatment for adults and children.

The practice is located close to public transport links and car parking spaces are available nearby.

The dental team includes one dentist, one qualified dental nurse, one trainee dental nurse, one dental hygienist and one practice manager. The practice has one treatment room.

During the review we spoke with the dentist, the qualified dental nurse and the practice manager. We looked at practice policies and procedures and other records about how the service is managed.

The practice is open:

Monday to Friday from 9am to 5pm.

During an inspection looking at part of the service

We undertook a follow up focused inspection of Denmark Hill Dental Surgery on 3 May 2022. This inspection was carried out to review in detail the actions taken by the registered provider to improve the quality of care and to confirm that the practice was now meeting legal requirements.

The inspection was led by a CQC inspector was supported by a specialist dental adviser.

We undertook a focused inspection of Denmark Hill Dental Surgery on 13 December 2021 under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We found the registered provider was not providing safe and well led care and was in breach of regulations 12 and 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. 13 December 2021

During an inspection looking at part of the service

We carried out this announced inspection on 13 December 2021 under section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We planned the inspection to check whether the registered provider was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations. The inspection was led by a Care Quality Commission (CQC) inspector who was supported by a specialist dental adviser.

To get to the heart of patients’ experiences of care and treatment, we always ask the following three questions:

• Is it safe?

• Is it effective?

• Is it well-led?

These questions form the framework for the areas we look at during the inspection.

Our findings were:

We found this practice was not providing safe care in accordance with the relevant regulations.

Are services effective?

We found this practice was providing effective care in accordance with the relevant regulations.

Are services well-led?

We found this practice was not providing well-led care in accordance with the relevant regulations.

Background

Denmark Hill Dental Surgery is in the London Borough of Lambeth and provides NHS dental care and treatment for adults and children.

The practice is located close to public transport links and car parking spaces are available near the practice.

The dental team includes the principal dentist, one trainee dental nurse and a hygienist. The practice has one treatment room.

The practice is owned by an individual who is the principal dentist there. They have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated regulations about how the practice is run.

During the inspection we spoke with the principal dentist and the trainee dental nurse. We looked at practice policies and procedures and other records about how the service is managed.

The practice is open:

Monday to Friday from 9.00am – 5.00pm

Our key findings were:

  • The provider asked staff and patients for feedback about the services they provided.
  • The provider had safeguarding processes and staff knew their responsibilities for safeguarding vulnerable adults and children.
  • Staff provided preventive care and supported patients to ensure better oral health. However, improvements were needed to ensure that information related to patient care was suitably recorded within the dental care records.
  • The practice appeared to be visibly clean and well-maintained. Improvements, however, were needed to the storage arrangements for cleaning equipment.
  • The provider did not have infection control procedures which reflected published guidance.
  • Not all equipment had been serviced and maintained according to manufacturer's instruction and guidance
  • Staff knew how to deal with emergencies. Emergency equipment and medicines however, were not available as described in the Resuscitation Council UK 2021 guidelines.
  • Risks to staff and patients from undertaking of the regulated activities had not been suitably identified and mitigated.
  • The provider did not have suitable staff recruitment procedures.
  • There was ineffective leadership and a lack of management oversight for the day-to-day running of the service.
  • There were ineffective systems to ensure facilities were safe and equipment was serviced and maintained according to manufacturers’ guidance.

We brought our concerns to the attention of the provider and requested urgent action. They voluntarily decided to close the practice for a period of time to make urgent improvements.

We identified regulations the provider was not complying with. They must:

  • Ensure care and treatment is provided in a safe way to patients.
  • Establish effective systems and processes to ensure good governance in accordance with the fundamental standards of care.

4 June 2013

During a routine inspection

People received treatment from skilled,suitably qualified and experienced staff. People were examined at each consultation by a dentist and a plan of care and treatment was provided for them.. We spoke with one patient and saw ten patient questionnaires. People said that the dentist was 'kind' and 'evening appointments were welcomed'.

People received care and treatment in a hygienic and clean environment. There were effective systems in place for cleaning and regular checks to reduce the risk and spread of infection. The principal dentist undertook quality and infection control audits and action plans were in place where required.
