Date of assessment 13 Mar to 19 Mar 2024 Winsor Care Services is a domiciliary care service providing personal care to people living in their own homes. At the last inspection we found 5 breaches. This assessment was carried out to revisit those concerns and determine if improvements had been made. During this assessment we found some improvements had been made. We found that the provider was now reliably notifying the CQC and the Local Authority when required to do so. We found that safeguarding processes were now being followed consistently and staff had a clear understanding of safeguarding people from abuse. We found that insufficient improvement in other areas which had resulted in repeat breaches with respect to the safety and governance of the service. The provider had implemented some risk mitigation and taken some interim actions to minimise impact to people. Staff were equipped with tasks required to keep people safe. However, more detailed risk management plans were not always available for specific conditions of the people supported. The management of the service had received consultancy support since the last inspection but there was a lack of stability in that support which had negatively impacted the pace of improvements and oversight of quality of care since the last inspection. We were assured during the assessment that there are plans to continue to improve the service and we have imposed conditions on the providers registration to ensure the remaining breaches in regulation are addressed.
