There were significant breaches of 7 regulations at the assessment of this service, in relation to safe care and treatment, safeguarding service users from abuse and improper treatment, person centred care, dignity and respect, premises and the governance of the service at Welham House.

Responsive
People were not in control of the planning of their care and support. We received poor feedback from relatives in relation to being listened to when raising concerns or complaint. We were not assured that all concerns and complaints were actioned and addressed to ensure people’s experiences improved. The provider did not actively seek to avoid discrimination of people without advocacy and to make reasonable adjustments to support equity in experience and outcomes.

Equity in experiences and outcomes
People and their relatives were not always happy with the service provided. We found people had not always been listened too and had experienced in an inequality in their experience due to not receiving care and support to meet their needs.
Leaders and staff did not demonstrate a good understanding of promoting and empowering people to understand their rights to equality. The provider had failed to take action to ensure people at the service were treated fairly and with respect.
Not all staff had received training on equality, diversity and inclusion. No staff had received mandatory training called Oliver McGowen learning disability and autism training. This became mandatory training for all health and social care staff in November 2023. The provider had failed to ensure all staff were adequately trained to support the people living at the service to meet their equality and diversity needs.
