Date of assessment 31 January 2024 to 9 February 2024. Edgecumbe Lodge is a residential care home providing the regulated activity of personal care. The home provides care for older people and people living with dementia. They are registered to provide support to maximum of 21 people. The building comprises of 4 floors in a residential area. The assessment was conducted to follow up on warning notices issued to the service in June 2023. Improvements had been made to the service since the last assessment, the warning notice regarding the breach around premises and equipment had been fulfilled. The warning notice regarding the breach on governance had been partially fulfilled, the service continues to have poor governance processes. However, during this assessment we identified breaches in relation to premises and equipment and governance processes. The scores for the areas we assessed have been combined with scores based on the key question ratings from the last inspection. Our overall rating therefore remains requires improvement. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.

People's experience of the service

We received positive feedback from people who lived at the service and their relatives. People told us they felt safe, were comfortable around staff and were able to raise any concerns. They felt protected from the risk of abuse or harm. We observed staff engaging with people and were attentive to their needs. Staff were competent and knew people well. However, some people were impacted due to the lift not being operational since December 2023. The impact resulted in people on the first floor not being able to access the ground floor. The provider had implemented interim measures to address this however, the provider had no risk assessments to fully assess or manage the impact on people.
