Date of assessment: 1 August to 12 September 2024. We found 3 breaches of the legal regulations relating to safe care, dignity and governance. We found some improvements were required for the management of safety incidents, safeguarding and care plans and risk assessments. Meals were not always in line with the provider’s expectations of quality, and we found some areas of the home were not clean and some kitchen processes not followed. Records were not always accurate, and audits and checks were not always effective at identifying areas for improvement. People had not always had their rights to privacy and dignity respected. Governance systems and audits had not yet shown sustained improvements in the quality and safety of people’s care. Not all relevant events had been notified to the Care Quality Commission. However, people were involved in their care and supported to work towards achieving their aims and their independence was promoted. There were enough staff to meet people’s needs and medicines practices were in line with good practice guidelines. We have asked the provider for an action plan in response to the concerns found at this assessment. This inspection was in response to receiving a number of whistleblowing and safeguarding concerns. Some safeguarding investigations were in progress, and other new incidents identified at the time of our assessment. In addition, one specific incident, previously notified to the Care Quality Commission, whereby a person alleged they were harmed whilst staff assisted them to transfer was subject to a criminal investigation at the time of writing this report. As a result, this inspection did not examine the circumstances of the incident. However, the information CQC received about the incident indicated possible concerns about the management of moving and handling risks. This inspection examined those risks.
