Murakami Medical Centre is located at 7 Craven Park Road, Harlesden, London, NW10 8SE, in the London borough of Brent. The service Is an independent health consulting doctor with some secondary care services available on site. The service does not see NHS patients.

The provider is registered with the Care Quality Commission (CQC) to deliver the regulated activities: family planning, surgical procedures, treatment of disease, disorder or injury, and diagnostic and screening procedures.

The service is primarily a GP service for patients attending for one off illnesses. The service does not provide services for the management of long-term conditions such as diabetes and hypertension. Outside of standard GP services, the service has onsite dermatology, cardiology, ear, nose and throat, and psychology services.

The provider primarily provides services to patients who speak Portuguese or Spanish as a first language, although a proportion of patients who attend the practice are not.

The service is open six days per week. It is open on Monday to Friday from 9am until 7pm, and Saturdays from 9am until 4pm. The service does not formally provide a service outside of these hours. The medical team consists of two GPs, a dermatologist (who is Medical Director and registered manager of the service), a sonographer, a cardiologist, an ear, nose and throat specialist and a practice nurse. This team is supported by a practice manager and a team of receptionists and administrative staff.

These questions therefore formed the framework for the areas we looked at during the inspection.

We carried out an announced comprehensive inspection at Murakami Medical Centre on 3 December 2020. This was the first CQC inspection of this location under the current CQC inspection methodology, the service having registered with CQC in March 2020. We are mindful of the impact of COVID-19 pandemic on our regulatory function. We will continue to discharge our regulatory and enforcement functions required to keep people safe and to hold providers to account where it is necessary for us to do so.

The lead clinician at the service is the registered manager. A registered manager is a person who is registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

Our key findings were:

  • The service provided care in a way that kept patients safe and protected them from avoidable harm.
  • Patients received effective care and treatment that met their needs.
  • Staff dealt with patients with kindness and respect and involved them in decisions about their care.
  • The service organised and delivered services to meet patients’ needs. Patients could access care and treatment in a timely way.
  • The way the service was led and managed promoted the delivery of high-quality, person-centre care.
