Safe
People received safe care. Safeguarding procedures were in place and staff were aware of and had received training in safeguarding adults. Staff were knowledgeable of the risks to people’s safety and knew how to support them to minimise risks. Care plans detailed risks to people with plans in place to reduce risks. People felt told us they were safe with the care they were receiving from Matn Limited. People were supported by consistent staff who knew them well. Staff rotas were planned to enable staff to have sufficient time to support people and travel between calls. Staff received regular training to ensure their skills and knowledge were up to date and enable them to provide safe care support.

Learning culture
The provider had policies in place which were readily accessible to staff. There were monitoring systems in place and ensure that lessons were learnt from incidents.
Relatives told us their family members were safe and they felt confident in the support they received from Matn Limited and were confident any concerns would be appropriately responded to.
Staff were aware of how to respond to accidents and incidents which included how to record and report incidents.
Safe systems, pathways and transitions
Staff were aware of including people in discussions about their care needs and followed their care plans and risk assessments. One staff said, “I would write down their [people's] choices in the notes and have a discussion with my manager. Most of Matn clients have capacity and we respect their wishes.”
The provider had processes in place to ensure safe system, pathways and transitions were maintained. This included an initial needs assessment at the start of a service being provided.
We saw the provider had successfully worked with partners and had been involved in discussions with them about people care needs. We did not receive any formal feedback from any of the partners we contacted about Matn Limited.
We saw examples of when people had received support from Matn Limited following a hospital stay. The provider was responsive to meeting their needs to ensure a safe transition from hospital was facilitated and people were involved in discussions about their care.
Safeguarding
There were effective systems, processes and practices to make sure people were protected from abuse and neglect. The service had policies and procedures in relation to the Mental Capacity Act (MCA) 2005 and Deprivation of Liberty Safeguards (DoLS). The service was aware of the need to and had submitted applications for people to assess and authorise that any restrictions in place were in the best interests of the person.
People told us they felt safe receiving care from Matn Limited and they were consistently treated with kindness, dignity and respect. This was reflected in the feedback received from relatives.
Staff were able to recognise possible signs of abuse and knew how to report such concerns promptly. There was a commitment to taking immediate action to keep people safe from abuse and neglect. This included working with partners in a collaborative way.
Involving people to manage risks
Staff promoted people's safety and independence. People’s care plans were regularly reviewed and in response to any change in needs.
People were involved in the assessment of their needs and the management of their risks. People believed staff would respond to their needs quickly and efficiently, especially if they were in pain, discomfort, or distress.
Risks were identified and managed. Risks were regularly reviewed and updated where there was a change in need.
Safe environments
Safe monitoring systems were implemented which the provider used to monitor safe environments. For example, the provider ensured people and staff were trained in the use of equipment.
The provider monitored and reduced any risks in relation to safe environments and staff were aware of safety.
People were safely supported in their own homes. The provider ensured any potential risks were assessed and reduced, including checks of equipment, where these were necessary.
Safe and effective staffing
There were safe recruitment processes in place. Effective systems were in place to ensure safe staffing levels were maintained. Records showed that staff received training relevant to their role. Staff received the support they needed to deliver safe care. This included supervision, appraisal and support to develop.
Staff felt well supported in their role and received relevant training. Staff told us there were safe staffing levels at the service.
Relatives told us there was always enough staff available to meet people’s needs and staff arrived when they were supposed to.
Infection prevention and control
The provider had policies and procedures in place regarding infection control and used systems to monitor practices.
People told us staff regularly washed their hands and wore gloves and aprons.
Staff had received appropriate training in infection prevention and control and were aware of safe hygiene practices.
Medicines optimisation
Staff told us they received training and competency assessments to ensure they were safely administering medicines. One staff member said, “There’s the eLearning course, our manager ensures we are giving medicines in line with the care plan. We are observed either by the manager or a competent staff member. We also have an app which monitors we are giving the right medication.”
The registered manager and management team carried out various checks to ensure medicines were being safely administered, for example, regular medicines audits were taking place to monitor and address any administration errors.
Relatives told us people received their medicines on time and as prescribed, where medicines administration was needed.
