Safe
Safeguarding systems, processes and practices were effective to help ensure people were protected from the risk of abuse and neglect. Staff told us they were well supported by the registered manager.

Safeguarding
People told us they were involved in the development and management of the care they received. People also told us they felt safe with the providers and the staff who supported them. We received comments like, "It's a good care agency.", and "Yes, they are caring and reliable." The service had a Whatapp group which people could use to contact the management team whenever they felt the need. People told us the registered manager involved them in discussions and sought consent and feedback before decisions about care and support were made. A person and who used the service, and relatives told us staff asked them or their loved ones for their consent before decisions are made about any care and support. A person using the service told us, “So far, no changes to my care needs. The carers know how to look after me.” A relative commented, “They speak to my loved one about their needs."
The registered manager told us that none of the people currently using the service were assessed as lacking capacity to make decisions for themselves. The registered manager, and staff told us if someone at the service did lack capacity, they would work with the person, their relatives and health and social care professionals to ensure assessments were discussed with outcomes in the best interest for people. Staff told us they would report to the registered manager if they suspected any abuse had occurred and they were confident the registered manager would take appropriate action. However, if no action was taken, they said they would report their concerns to the local authority safeguarding team and the CQC.
There were safeguarding adults and whistle blowing procedures in place. Staff had received training on safeguarding adults from abuse. Staff had completed induction training in line with the Care Certificate. The Care Certificate is the benchmark that has been set for the induction standard for new social care workers. This training included for example, manual handling, safeguarding adults, medicines awareness, infection control, health and safety, food hygiene and fire safety.

Safe and effective staffing
People told us they believed the service had enough staff to provide appropriate care and support. We received comments like, "Yes, there are enough carers, they always turn up." A person using the service told us, “If my carers are going to be late, they will ring me. I have never had missed a call. It’s a good service.” A relative commented, “The carers are not late very often, they will call us to let us know if they are.” Another relative said, “The carers are caring and reliable.” People also thought the staff were well trained and had the ability to care for them safely.
Staff told us they felt there were enough staff to meet people's needs properly and they did not feel rushed when delivering care. Staff told us they received a weekly rota detailing their calls to people using the service. The registered manager told us the rota was arranged according to people’s care and support needs. They told us that the rota was planned so that staff had time to get between calls. They told us that if staff arrived at a call 15 minutes after the stated time, then this was a late call. All the staff we spoke with told us they had plenty of time to get between calls. One staff member told us, “I have enough time to get between calls. My clients all live with 10 minutes of each other.” Another staff member said, “I get a rota each week, all my calls are close to each other so it’s easy to between calls. If I am running late I will let the person know. I will also let the registered manager and the office know.
We saw a staffing rota. We saw a log of late calls and reasons for the late calls, these ranged between 10 and 17 minutes. Only 3 calls were over 15 minutes late. There were robust and safe recruitment practices to make sure that all staff, were suitably experienced, competent and able to carry out their role. Robust recruitment procedures were in place. Recruitment records included an application form, employment references, health declarations, right to work in the UK checks, proof of identification and evidence that a Disclosure and Barring Service (DBS) check had been carried out. DBS checks provide information including details about convictions and cautions held on the Police National Computer. The information helps employers make safer recruitment decisions.
