Staff understood person centred care and were able to explain how they ensured people were given choice and control in their lives. For example, 1 staff member told us, "People are given choice during meals times." Another member of staff said, "People are supported with personal care and daily activities in ways they prefer it, for example, what they would like to wear. This is written in their care plan." A staff member commented, "One person likes to go to the pub 3 times a week. It's their choice and we support them with their decisions."

Where people were unable to make decisions for themselves, Mental Capacity Assessments (MCA) had been completed and where necessary, decisions were made on behalf of people in consultation with appropriate others in people's best interests. Staff had received training about the MCA and Deprivation of Liberty Safeguards (DoLS). However, there were gaps in some staff training which did not ensure their understanding of MCA and DoLS was in line with current legislation and best practice.

Some people told us they were supported to have choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests. The policies and systems in the service supported this practice. However, some people told us they wanted support to gain more independence. One person told us, "We need more independence to have a better life." Another person said they felt "too safe" at the service. We observed a staff member supporting a person during the lunch time meal. We saw them encouraging the person to eat their meal independently and the staff member gave them an example they recognised about how to raise an object to their mouth. The person was seen making independent attempts to eat with prompts and occasional support and we noted they were smiling during their interactions with the staff member.
