Windmill Surgery is in the NHS South Norfolk Clinical Commissioning Group (CCG) area. The practice is situated in the town of Wymondham and is contracted to provide general medical services to approximately 5,250 registered patients. The practice dispenses medicines to those patients who live more than one mile (1.6km) from the nearest pharmacy. We visited the dispensary as part of this inspection. Coastal Villages Practice took over this practice in July 2015.
Across the organisation there are seven partners, a practice manager and a business manager. One partner is the named lead for Windmill Surgery and there is a named clinical and non-clinical staff member lead for each site.
The daily running of Windmill Surgery is resourced with one GP partner (male) three salaried GPs (two female, one male) three practice nurses and three healthcare assistants. There is a dispenser and a trainee dispenser. A pharmacist and advance nurse practitioners work at the practice undertaking specific roles such as infection prevention and control lead, and long acting contraceptive services. A pharmacist works within the Windmill surgery and across the other practices. A number of administrative staff support the clinical team including the non-clinical site lead, receptionists and administrators.
The practice is open between 8.30am and 6.00pm Monday to Friday.
Outside of practice opening hours, patients are directed to the local out of hours service provided by Integrated Care 24 (IC24) through NHS 111.
According to Public Health England information, the patient population has a lower than average percentage of people aged 65 or over, compared with practice average across England. Income deprivation affecting children and older people is lower compared to the practice average across England.

We carried out an announced comprehensive inspection at Windmill Surgery on 17 August 2018. We inspected the practice as part of our inspection programme.
At this inspection we found:
- The practice is one of three practices managed by the provider Coastal Villages Practice, there was a clear leadership structure and staff felt supported by management. The practice ensured that communication across all seven sites, including Windmill Surgery, was clear and defined.
- The practice had clear systems to manage risk so that safety incidents were less likely to happen. When incidents did happen, the practice learned from them and improved their processes.
- The practice routinely reviewed the effectiveness and appropriateness of the care it provided. It ensured that care and treatment was delivered according to evidence- based guidelines. We saw evidence that the practice had identified and improved their performance from 2016/2017 in relation to some of the quality and outcome framework indicators.
- Staff involved and treated patients with compassion, kindness, dignity and respect.
- Patients found the appointment system easy to use and reported that they were able to access care when they needed it.
- The practice had widened the skill mix within the practice and had advance nurse practitioners, a pharmacist and emergency care practitioner offering appointments and home visits to patients.
- We found the dispensary to be well managed.
- There was a strong focus on continuous learning and improvement at all levels of the organisation.
